Structural Disconnect
The Structural Problem.
Central America experiences an acute surplus of skilled, dedicated labor while European construction market confront their most severe human capital deficit in modern history.
Labor Supply Reservoir
GUATEMALA: Underutilized Workforce
70,000+
workers with the right profile and a real willingness to go
About 500,000 people work in construction in Guatemala (IGSS, INE and CGC).
24,000–27,500 people deported from the United States each year arrive with prior construction experience: more trained and more willing to work abroad again (own estimate based on IGM data; 48,405 deportations in 2025).
More than 60,000 Guatemalans are registered in the Mintrab Labor Mobility Program, looking for a legal way to work abroad.

Urgent Market Demand
Spain: Labor Shortage
+700,000
700,000–800,000 additional construction workers are needed in Spain, according to the Spanish Confederation of Construction (CNC).
80% of construction-trade vacancies in Spain are classified as “hard to fill” for lack of local workers.
The legal path already exists: the Spain–Guatemala labor migration agreement has been in force since August 2024, and 362 Guatemalans were placed in Spain through GECCO in 2025, with IDB support (600 projected for 2026).
EU Construction Capacity Gap
Critical Deficit
Beyond Spain
Italy will open 497,550 entry visas in 2026–2028 (Decreto Flussi), and reserves preferential quotas (25,000+ per year) for countries with a migration agreement.
Germany already runs employer-funded programs with Colombia and Ecuador, where most of the €10,000–18,000 cost per worker is covered by employers.
We plan to evaluate these markets in later phases.
